Casey City Council – Municipal Monitor
Report August 2016
Ombudsman's report into the Casey City Council's Special Charge Scheme in
Market Lane in June 2016, the Minister for Local Government appointed Mr
Bill Jaboor as Municipal Monitor under section 223CA of the Local Government Act 1989 (Act) to
monitor the Council in accordance with specified Terms of Reference.
As part of his role as Monitor, Mr Jaboor
spent considerable time at the council, working with and interviewing staff and
the Mayor, and talking to community groups and members. Following the
conclusion of his appointment in August 2016, Mr Jaboor provided the Minister with
a comprehensive report [PDF File - 117.3 KB] that:.
- outlines how the Ombudsman's 12 recommendations and further concerns identified in her report have been addressed by the Council
- provides an assessment of the steps and actions taken, and the changes implemented by the Council, on the recommendation of Mr Jaboor, to ensure similar governance issues do not arise at the Council in future.
the advice of Mr Jaboor, the Minister has concluded that these changes will
result in positive improvements to governance processes and practices going
forward and on this basis, does not consider it necessary for the Council to
take any further action at this time.
